Description
YWCA York is a nonprofit organization with 154 employees serving York County, Pennsylvania, with the mission of eliminating racism, empowering women, and promoting peace, justice, freedom, and dignity FOR ALL.
Chartered in 1891, YWCA York has a long and rich history of creating opportunities to promote racial and gender equity. Over 20,000 people are served during a typical year through the programs and services offered throughout York County. YWCA York is gender inclusive and governed as a
directorship.
YWCA York’s main building is located in the City of York in South Central Pennsylvania. YWCA York maintains other properties in York County including a 228-acre camp located on the Conewago Creek in Northern York County.
The CEO will be the primary spokesperson for YWCA York to the community, our the membership, andloyal supporters.
Reports to: The Board of Directors
Evaluation: Conducted annually by the Executive Committee and approved by Board of
Directors
Supervises: All staff with direct supervision of Senior Team

Classification: Full time, Exempt
Specific Responsibilities:
The CEO shall work with staff, the board of directors, and community partners to:
- Demonstrate a passion for YWCA York’s mission, goals, and objectives by serving as the public face of the organization.
- Implement an operational framework that aligns resources, services and advocacy efforts with the organization’s mission and priorities.
- Ensure that the organization operates in a sound and fiscally-prudent manner.
- Work collaboratively with the YWCA board of directors and senior leadership team to refine and implement its strategic direction.
- Nurture a culture that includes an emphasis on equity, empowerment, trauma-informed approaches, mindfulness, and respect for others.
- Lead and drive a diverse, equitable and inclusive culture and deliver DEI targets across the organization.
- Provide decisive, empathetic, leadership during challenging times.
- Create abundance and develop resources needed to deliver high-quality, mission-driven services and programs to the community.
Essential Duties and Responsibilities in support of YWCA York’s mission include the following categories. Other duties may be assigned or required.
Mission and Culture: Stand up for racial and gender equity and work to advance the empowerment of underserved populations in York County. Build and enhance a culture of respect, openness, equity, empathy, and empowerment. Deepen the organization’s capacity as an anti-racist, multicultural
organization by fostering trauma-informed decision making to dismantle white-dominant culture and policies.
Team Leadership: Build and retain a strong Senior Leadership Team and be a role model, coach, and motivator for staff. Inspire and foster an equitable, diverse, mindful, trauma-informed environment that retains and attracts high quality leaders and staff team members. Lead senior leadership team in all areas of program/service development, management, mindfulness, and team building. Collaborate with the Chief Human Resource Officer to provide professional development and promote well-being of staff. Create succession plans for career ladders. Manage the relationship between YWCA York and
YWCA USA and ensure the agency meets all established criteria to remain a YWCA, and work with other YWCAs to build sustainable relationships.
Financial Planning and Budget Management: Develop operating budget with a projected surplus. Create business plans for new programs and initiatives and evaluate financial viability of programs and services. Work in collaboration with the Finance Committee of the Board of Directors on operating budget, investment strategy, capital improvements, and risk management procedures.
Strategic Plan Development: Responsible for the development and execution of three-year strategic plan in collaboration with YWCA York’s leadership team, the board of directors, and community stakeholders. Provide biannual reports to the board on the strategic goals and objectives of the plan.
Board Engagement: Engage and collaborate with YWCA York’s board of directors to approve strategic goals, establish policies, and manage financial resources to assure the continued growth and success of the organization. Ensure that board members are provided with current information and insight
regarding internal operations and relevant local legislative issues. Role model the ideal culture by supporting the nomination and onboarding of diverse and inclusive Board candidates and include critical issues on the board agenda. Inform the Board of all relevant staffing, client, funding,
programmatic issues and priorities. Oversee Board Committees to ensure engagement of members in support of the committee’s mission.
Operations: Compliance with state, federal, laws regulations, YWCA USA policies. Provide oversight for effective operations. Oversee the use, management, safety, security, insurance, and upkeep of all YWCA York facilities, equipment, and furnishings. Establish and uphold risk management policies and practices. Ensure that all policies and practices are in compliance with local, state, and federal reporting and requirements, as well as YWCA USA policies. Maintain a facilities master plan with a schedule for regular maintenance and repairs to preserve and protect the physical assets of YWCA
York.
Program/Service Management: Provide for the successful delivery of mission-driven programs and services that meet the needs of York County residents together with the Chief Services Officer and the Chief Child and Youth Program Officer. Ensure that YWCA York meets funding and licensing
requirements, maintain documentation, and file reports as required, and maintain cooperative working relationships with licensing agencies.
Community Partnerships and Advocacy: Increase visibility and awareness to promote the mission and Vision of YWCA York in York County. Develop relationships and strategic partnerships with leaders, elected officials, and stakeholders in the community for collective impact. Connect with variety of
groups and organizations in York City and York County.
Serve as the agency’s spokesperson to the media and community groups to increase visibility, and continuously seek new opportunities to raise awareness of YWCA York Brand and its mission, values, and programs among all stakeholders. Shape the voice of YWCA York on social media. Advocate for individuals served and employed by YWCA York. Develop an actionable advocacy plan in collaboration with the Advocacy Committee of the Board of Directors.
Fundraising, Development, and Events: Collaborate with the Chief Development Office and board of directors to secure philanthropic revenue. Assume a leadership role in the cultivation and solicitation of individual donors, foundations and corporations, volunteers and in any capital or other fundraising
campaigns. Hold meaningful signature events to increase awareness and support YWCA York programs and services. Identify grant priorities and support grant applications.
Media Relations and Communications: Create and implement a strategy to interact with the public through a variety of media outlets locally and regionally, including TV, newspapers, social media platforms, YWCA York website and various publications. Maintain a crisis communications plan.
General Requirements & Skills
Qualifications
Bachelor’s degree required. Master’s degree preferred. Five (5) to ten (10) years of directly related executive experience required, preferably in a non-profit environment of comparable scope and complexity. Must have experience with budgets and a proven fundraising record; extensive managerial
experience, including supervision and development of staff. Understanding of change management and racial or gender equity is desired. Excellent communication and presentation skills and the ability to relate to all levels of staff, Board, families, communities, donors. Must possess a thorough working
knowledge of Microsoft Office programs.
Work Environment: Work is primarily accomplished within an office environment, but does include work and meetings throughout the community, along with related travel. May need to work hours above and beyond typical working hours and be present on-site during emergencies.
